Released time is capacity until something changes on the payroll. Without that, this is work your team can do instead — valuable, but not a cheque.
Search speed depends on how well the footage is indexed and how precisely you can describe the event. Measure it on your own recordings.
How it is calculated
Hours = events × Δminutes ÷ 60. Capacity value = hours × hourly cost. Cash only with a stated mechanism.
Worked example
20 investigations a month falling from 90 minutes to 30, at ₹500 an hour.
20 hours released, worth ₹10,000 as capacity — counted as cash only if a post goes unfilled or overtime stops.

What this does not tell you
Released time is not automatically money; it becomes cash only if a post is not filled, overtime stops, or work is redeployed.
